Graphite is a key material for electric vehicle batteries. The U.S. Department of Commerce said the order will affect imports worth US$347.1 million (about S$446 million) in 2023. Anti-dumping duties apply to anode-grade graphite materials with a purity of at least 90% carbon content (by weight), which can be synthetic graphite, natural graphite or a mixture of the two.

According to Bloomberg, a trade association representing U.S. graphite producers filed a complaint with two federal agencies in December last year, requesting an investigation into whether Chinese companies violated anti-dumping laws. The trade organization, American Active Anode Material Producers, which filed the lawsuit, pointed out that the new tariffs will be added to the existing rates, bringing the actual tariff to 160%.
