Effective! Trump officially signed: 20% tariff on China

On March 3, 2025, Eastern Time, the United States announced that, citing issues such as fentanyl, a 10% tariff would be imposed on Chinese goods exported to the United States from March 4, 2025. In addition to the 10% tariff imposed in February 2025, Chinese goods exported to the United States have been subject to a 20% tariff.

 

On March 3, 2025, local time in the United States, Trump officially signed an executive order: increasing the tariff on China from 10% to 20%.

 

Amend Section 2 (a) of Executive Order No. 14195, issued on February 1, to delete the word "10%" and insert the word "20%" instead.

 

The exemption clause in No. 14195 should continue to be used, that is, "Goods that have been loaded on ships or entered other means of transport before 12:01 a.m. Eastern Time on February 1, and finally arrived in the United States before March 7, can declare tax number 9903.01.23 and be exempted from additional tariffs."

 

Among them, HTS code 9903.01.20 is a temporary tax number specially added by the US Customs for Trump's tariff increase on China, representing an additional tariff of 10% on specific goods originating from mainland China and Hong Kong, China.

Among them, HTS codes 9903.01.21, 9903.01.22 and 9903.01.23 are the goods exempted from this tariff increase.

 

9903.01.21: Products from mainland China and Hong Kong, China donated by persons under US jurisdiction, such as food, clothing and medicine, etc., intended for humanitarian relief.

 

9903.01.22: Information materials of all kinds from the Chinese mainland and Hong Kong, China, including but not limited to publications, films, posters, records, photographs, microfilms, microfiches, tapes, CDs, CD-ROMs, works of art, and news releases.

 

9903.01.23: Goods originating from the Chinese mainland and Hong Kong, China, other than the products described in headings 9903.01.21 and 9903.01.22 and personal effects carried in the baggage of inbound passengers, if:

(1) Loaded on a carrying vessel or in transit in its final mode of transport before entering the United States before 12:01 a.m. Eastern Standard Time on February 1, 2025;

(2) Declared for import or withdrawn from a warehouse for consumption between 12:01 a.m. Eastern Standard Time on February 4, 2025 and 12:01 a.m. Eastern Standard Time on March 7, 2025.

 

So far, Trump has issued a number of tariff adjustment policies, with tariffs on some products as high as 45%-70% (excluding other anti-dumping products)!
