According to Lianhe News, Reuters and Bloomberg, Trump told reporters as he left Washington on Thursday (3rd): "We may start sending letters to trading partners tomorrow, maybe 10 a day, directly telling them how much tariffs they will have to pay to do business with the United States." 

Trump admitted that negotiations with more than 170 countries are complicated.
